I.The Signal

The risk no one is pricing.

Every export-control story asks what China cannot buy. The more consequential question, almost absent from coverage, is whether China can keep running what it already has. Roughly 200-250 ASML deep-ultraviolet (DUV) scanners sit installed across SMIC, Hua Hong, Nexchip and YMTC, legally exported before the Dutch government's January 2023 restrictions. They are the production backbone of China's entire chip industry. SMIC's 7nm-equivalent nodes run exclusively on immersion DUV.

Washington and The Hague are now reviewing whether ASML's service, the maintenance contracts, spare parts, and software updates, counts as ongoing export. If licenses are denied, the effect isn't a hard cutoff. It's a slow-motion shutdown keyed to how fast the highest-wear parts fail.

II.How the DUV lifeline actually works
Players

ASML (Netherlands) the sole maker of immersion DUV scanners and the spare parts that keep them running.

SMIC & Hua Hong (China) the fabs running those scanners in volume production today.

Dutch Ministry of Economic Affairs issues the export licenses, currently for tools, potentially for service.

US Bureau of Industry & Security (BIS) writes the rules that define what counts as an export.

SMEE (China) the domestic firm trying to build a replacement scanner.

How it moves

1. ASML sells a scanner bundled with a multi-year service contract.

2. Wear parts, the ArF laser, illumination optics, and stage motors, degrade and need scheduled replacement.

3. Each service cycle ships licensed parts and dispatches ASML engineers.

4. If a license reclassifies that service as 'ongoing export', parts and engineers stop arriving.

5. Output then degrades on the wear-part clock until a domestic alternative matures.

Neutral process view. No position taken on whether any restriction is justified.

TRADE NOTE
Watch ASML's China service revenue line, not its tool bookings. A >10% quarter-over-quarter drop in China service revenue, with no offsetting tool shipments, is the earliest signal a maintenance squeeze is real. It leads any official policy announcement by two to three quarters. ASML Q2 earnings land July 23.
III.Deep Dive: The chokepoint hiding in plain sight

A shutdown you can schedule on a calendar.

The degradation timeline is unusually specific because it follows physics, not politics. DUV light sources (ArF excimer lasers) need replacing every 12-18 months of production. Illumination optics degrade over 18-24 months. Stage motors need service every 18-36 months. By month 18-24 after a service denial, yields on SMIC's advanced nodes would be materially impaired. By month 36, those tools are effectively non-operational without a domestic service alternative.

China is building that alternative. SMEE (Shanghai Micro Electronics Equipment) has a 28nm-capable dry DUV scanner and is developing immersion variants, but credible production-qualified timelines land in 2027-2029, which does not bridge a 2026-2027 maintenance cutoff. That gap of two to three years is the whole game. It is also why a full curtailment in 2026 is unlikely (Beijing has every incentive to negotiate), while a partial service restriction before 2028 is more probable than consensus assumes.

IV.What it means for the C-suite
For the CEO
This is the highest-leverage single policy variable in the 2026-2028 supply chain, and it's missing from most board risk frameworks. A curtailment cuts two ways at once: it is inflationary for mature-node parts (the China-driven 20-30% price decline reverses) and deflationary for non-Chinese foundry utilization (TSMC, GlobalFoundries, Samsung win share back). Most companies are both a buyer and a competitor. Stress-test both in your 2027 model.
For the CFO
The market prices ASML's new-tool revenue decline but not the service-revenue cliff. China service revenue was an estimated EUR 800M-1B in FY2025, recurring today, a one-time wind-down if licenses are denied. Applied Materials, Lam, and KLA add $20B+ of China revenue tied to the installed base. A coordinated determination hits all four equipment majors at once. That tail is not in consensus.

Four moves now: (1) audit Chinese-origin DUV tool concentration in your tier-2 fab base; add it to supplier checklists. (2) Track ASML China service revenue separately from tool revenue. (3) Pre-qualify non-China sources for critical mature-node parts; the cycle is 9-18 months, so pre-qualifying buys you that lead. (4) Watch SMEE's immersion timeline as the master clock.
V.Who gains if the tools go dark
Positioned to win  ▲
TSMC (N28/N40), GlobalFoundries (22FDX), and Samsung (28HPCP) absorb demand migrating off impaired Chinese fabs. Western mature-node incumbents, TI, STMicro, Renesas, win back design-win share they lost to China's price flood.

SMIC and Hua Hong, whose advanced and mature output depends on immersion DUV uptime. ASML itself, facing an EUR 800M-1B recurring-to-one-time service hole. And any fabless buyer single-sourced on Chinese-origin mature-node parts through 2028.

The startup opening. The opening is in tooling and intelligence: a DUV-tool-exposure mapping service for supply-chain teams (which fab, which scanner, which maintenance status), pre-qualification brokers that compress the 9-18 month second-source cycle, and anyone building the domestic DUV service layer outside China's SMEE monopoly. The risk is legible and almost never modeled, which is exactly where advisory businesses are born.

VII.Glossary

DUV: deep-ultraviolet lithography, the light-based machine that prints circuit patterns onto wafers. The workhorse below EUV.

Immersion DUV: a DUV scanner that prints through a thin layer of water to reach finer detail; what SMIC's advanced nodes depend on.

MTBF: mean time between failure, how long a component runs before it needs replacement. The calendar a maintenance cutoff would follow.

Mature node: older, larger chip geometries (28nm and above) used in cars, appliances, and power chips. Not cutting-edge, but everywhere.

ASP: average selling price. China's capacity flood pushed mature-node ASPs down 20-30%; a DUV squeeze would reverse it.

EAR: US Export Administration Regulations, the rulebook that decides whether servicing a tool counts as a new export.
